PEMBROKE — A 38-year-old man has turned himself in to authorities after fleeing the scene of a hit-and-run accident that killed a pedestrian in Pembroke on Saturday, according to the state Highway Patrol.

According to a Highway Patrol report, Finie Bullard was driving a his 2007 Kia on Evergreen Church Road in Pembroke around 10:30 p.m. on Saturday when he struck and killed 74-year-old Billy Ray Oxendine.

Oxendine, who lived on the same road where the accident occurred, had walked out into the road and was killed on impact, according to the report.

Bullard was charged with driving while impaired and driving with a revoked license. More charges may be added, the Highway Patrol said.

Bullard turned himself in to the Robeson County Sheriff’s Office at 1 a.m. on Sunday, according to the Highway Patrol, but was not jailed. His photograph and bond were not available.
