Second Bojangle’s considers site near community college

LUMBERTON — A second Bojangles’ may be on the menu for Lumberton.

The City Council on Wednesday authorized the city clerk to investigate an annexation petition for property located on Fayetteville Road across the street from Robeson Community College that is needed for the restaurant to locate there.

According to Brandon Love, director of Planning and Neighborhood Services, his department has received a site plan submission for the development of a Bojangles’ restaurant. Love said that developers need the land, which is contiguous, annexed so the city can extend utilities to the property.

The petition lists David J. Goode of Charlotte, and Susan Goode Batten of Charleston, S.C., as the owners of the property.

The first Bojangles’ restaurant opened in Charlotte in 1977 and the chain now operates about 500 stores in 10 states throughout the eastern United States, including one on Roberts Avenue in Lumberton. It is known for its Cajun-fried chicken and buttermilk biscuits.

Also on Wednesday, the council extended a one-year moratorium on new electronic and cyber gaming establishments in the city. The moratorium was originally enacted in May 2010. The following year, the council voted to extend it because of the unclear direction being given by the state legislature regarding such establishments, according to Love.

In other action, the council:

n Approved the demolition of unsafe structures located at 2002 E. Second St., 316 E. Second St. and 2905 Martin Luther King Jr. Drive.

n Approved an amendment to the city’s personnel policy that offers active duty police officers between ages 21 and 34 a Hepatitis B titer and tuberculosis screening in five-year increments from their date of hire until age 55; offers the same titer and screening to reserve officers in five-year increments; and reduces the required monthly police reserve volunteer hours from 16 to eight.

— Approved the purchase of four acres of land on Kenny Biggs Road by the Lumberton Regional Airport. Interim Manager Dwayne Allen said the land needs to be cleared of trees that are interfering with planes landing. The cost is $16,000, with an airport grant paying 10 percent, Allen said.

— Awarded a contract of $264,390 to Camp Electric of Rutherfordton to install lighting at the Northeast Park baseball and softball field. Camp Electric’s was the lowest of the five bids received, which went up to $357,070.

— Awarded a contract of $28,392.40 to ALS of Fayetteville for a traffic signal upgrade at the intersection of Elizabethtown Road and North Elm Street. The upgrade will consist of two black steel poles with mast arms, black traffic signal heads and base mount traffic signal controllers, according to Lamar Brayboy, director of Electric Utilities.

— Set a public hearing date of June 11 for acceptance of the Robeson County Hazard Mitigation Plan.

— Forwarded to the Planning Board a conditional-use permit request from Chung Youn, who wants to open an Internet sweepstakes gaming center at 306 N. Pine St.

— Approved a $12,750 change order for construction of the new Lumberton Police Department.

— Adopted a resolution to provide water to maintain landscaping on a median in Wycliffe Subdivision.

— Approved an amendment to the conditional-use permit process that would create new subcategories that would specify the inclusion of a bar or nightclub along with a property’s primary use.

— Adopted a resolution requesting that the state Department of Transportation delete a portion of Water Street from West Second Street to West Fifth Street from the state highway system and approve the city’s acceptance of the street.

— Approved the resurfacing of Third Street and a parking lot at the corner of Water and West Third streets at an estimated cost of $47,391.

— Approved about $2,300 in tax releases from 2010 and 2011.

— Approved the de-obligation of $180 in housing rehabilitation funds in Precinct 5.

— Designated $1,000 in community revitalization funds from Precinct 5 to McCormick’s Chapel.

— Adopted the North Carolina state building codes.

— Approved an easement for AT&T in the Third Street parking lot.

— Designated $1,100 from the general fund for the Robeson County Partnership for Children.

More business is always good, but I didn't know Bojangales was doing well enough that another location would be considered. I can't wait for the city to hassle them over something trivial like their parking lot.

I understand your frustration about the City Council wasting money. Just look at the money they are allocating toward Northeast Park that the citizens voted AGAINST. Additionally the article indicates they approved a change order for the police station for the OUT OF TOWN contractor who beat out local companies with a low bid (which I'm sure they knew would be increased by change orders). However, annexation of an additional property (ie. a new Bojangles location) into the city would increase tax revenue and not cost the citizens anything so I think your frustration is misplaced on that particular issue. The Council needs to be more welcoming to businesses that provide jobs and pay taxes instead of turning them away. In fact they should be on their hands and knees begging new businesses to Lumberton and removing obtacles so they will locate here. The city really needs our own economic development person instead of relying on Pembroke's... oh I mean the County's "guy".

Happy 236th
Thousands of people were dazzled by the fireworks display at the annual Lumberton Family Fourth celebration at the Lumberton High School football stadium on Tuesday. Many watched the display from parking lots and sidewalks around town and from their own front yards. Before the show, attendees were treated to a performance by the Carolina Breakers, and a stunt by the Army Rangers, who parachuted onto the football field.
