Staff report

ST. PAULS — A Linden woman is charged with driving while impaired after her 4-year-old granddaughter was killed Saturday in a wreck on Interstate 95, according to the state Highway Patrol.

Tracy Lynne Blackmon, 36, of the 8800 block of Looking Glass Road, Linden, is charged with driving while impaired, reckless driving, and child-restraint violations, according to the Highway Patrol.

According to Trooper Henry Locklear’s report, Blackmon was driving south on Interstate 95 about 4:26 p.m. when her 2004 Chevrolet SUV exited the highway to the left, entered the median, flipped and came to rest upside-down. Chances Briggs, of 429 Lynhurst Drive, Fayetteville, was thrown from the vehicle, according to the report, and was pronounced dead after being taken to Southeastern Regional Medical Center. Briggs was not restrained either by a child safety seat or a seat belt.

Blackmon and four other passengers — Sherrie Lynn Miller, 33, Tamia Miller, 1, Michael Miller, 3, all of Baldoon Drive, Fayetteville, and Shaniah Blackmon, 15, of Looking Glass Road, Linden — were all taken to Southeastern Regional Medical Center with non-life-threatening injuries. The report said all of them were properly restrained either with a seat belt or a child safety seat. Their conditions were not available on Monday.

The accident happened just north of the I-95 interchange with N.C. 20.
