LUMBERTON — A major state magazine is reporting in its latest edition that Robeson County has more people living under the poverty level than any other county in North Carolina with a population of greater than 65,000.

“Business North Carolina” is basing its report on 2012 poverty figures provided by the North Carolina Justice Center.

“A study of the state’s 39 counties with populations greater than 65,000 reveals that 10 have at least 20 percent of residents living below the poverty level,” the magazine says. “Half of these are in the East.”

According to the report, 30.4 percent of Robeson County’s population lives below the poverty level. This includes 43 percent children.

Other counties on the “top 10 list” in that population range, with poverty levels ranging between 20.4 and 28.3 percent, are: Wilkes, Pitt, Wayne, Surry, Caldwell, Burke, Brunswick, Durham, and Nash.

The poverty level for a family of four in 2012 was $23,050. Robeson County is considered by the United States Department of Agriculture to be one of 535 “persistent poverty” counties, with 20 percent or more of the population having been below the poverty level in each census since 1960.

To help with economic development and job creation, Robeson County is designated by the state as a Tier 1 county, meaning it is economically distressed and at the front of the line for a variety of state funding opportunities that are available to assist in economic development.

Tier designations determine how much tax credits are available for job creation and business property investment in a number of industries, according to the N.C. Department of Commerce. These industries include manufacturing, motor sports, aircraft maintenance and repair, air courier services, warehousing, customer service call centers, research and development, electronic shopping and mail order houses, and wholesale trade and information technology.

“With all the government programs we have (to fight poverty and create jobs), it is obvious something is not working,” said Lumberton businessman Bo Biggs.

Already plagued with high unemployment and difficulty in recruiting new industries, Robeson County’s No. 1 poverty listing in a prominent magazine targeted to the business community is another obstacle to overcome when trying to convince business owners that Robeson County is a good place for them to do business.

“This makes it very hard for Greg to do his job,” Biggs said, referring to Greg Cummings, Robeson County’s economic developer in charge of industrial recruitment.

Cummings told The Robesonian on Thursday that the cause of high poverty and jobless rates in Robeson County can be attributed to one thing — the global market.

“We have been losing jobs to China, Mexico, and Central America,” Cummings said. “Companies are shutting down. New businesses aren’t locating here, and existing businesses can’t compete.

“The problem is with the federal government and how it is dealing with imports and exports,” Cummings said.

Ronnie Hunt, the interim executive director at COMtech Park in Pembroke, agrees that negative reports in magazines and other written publications can make it hard for industrial recruitment.

“Businesses owners read this and assume all kinds of reasons why people here have no jobs and the poverty level is high,” he said. “But if they take time to look, they see that we have a good rail system, four-lane highways that run to the north, south, east and west, and an airport.”

Hunt said that more help is needed from state officials in promoting Robeson County as a good place to do business.

“If they give us in the county an opportunity to meet with businesses wanting to locate in North Carolina, we’ll sell ourselves,” he said.

Sadly, this group (including myself) is exactly why we are in such a mess. We blame the bible, our leaders and countless others, however never seeing ourselves. Being a preacher, I do agree in gods judgement, however this judgement we have brought against ourselves. The bible does say's if a man doesn't work then he shouldn't eat (in my words), but that's ANY man not just a christain. Like others, I did not finish college, I regret that fact. I now see the importance of the college education my parents talked about. Thus, my grammar/spelling will reflect my educational level. That being said, I have worked with one of the worlds best known companies and traveled from Europe to numerous other countries as a specialist in my field. Now, back home I'm taking the very small things this former employer required of me to make sense of were we are and how to move "forward". 1. Most jobs now posted are online and most, however capable don't have the computer skills to even apply... This is the case with those whom work in trade fields in constructions of numerous other avenues. HOW DO WE FIX THIS: We need a team of people willing to stop acting like we are so smart and simply be willing to help, take your pride out of your answers on here. Let's bring in all those businesses, big and small and teach them how to find those contracts. There are hundred's of contracts for service available, but those in our area don't know how to find them much less bid on them. 2. Let's stop cutting off our on hands.. While your posting all the negative things about our county online in this exact post, potential businesses are reading and we're busy telling them all the reasons why they shouldn't consider our county. How can we blame Greg while all along we are kicking our on county right here in a public forum? Are we that careless? There are somethings we should say, I agree but let's say them in private within our own public assemblies. If we don't like a leaders performance, that's the correct forum, not on here... 3. I agree that god judges us, as a county and nation but I also have enough wisdom to know that we can't blame the bible and make it a crutch for were we are today as a nation. If an employer ask us to work over, we complain... If we buy hot coffee and get burned, we get a lawyer. Heaven forbid we ask someone to work on a Sunday... Did you know the bible say's we are subject to mans law and rule as well? We have an excuse for everything, we even make excuses for our excuses! 4. Mr. Robesonian: Do you want to help too? Why not create a page; (full page) with every online job and add for construction you can find within our area and post for those small mom/pop businesses to see/read/apply? Finally, no "ONE PERSON" is the blame for our county, this is a team win or lose... I myself have been part of the problem by not getting my college education as I should have... However, that's past and this is present (life is a "present") thus I am working on going back to college. Now, if you're so smart then heed this advice: Today, go out and find a way to make this county better and stop making excuses and blaming everyone else. Out biggest problem is we are being taught we have "potential".... What is "potential"? You're either doing or you're not, the potential to anything is the difinition of doing nothing at all. If a man holds his head under water, he may have the potential to lift it, but if he doesn't, THE RESULTS ARE THE SAME, he will drown... Let's stop having "potential" and start of results!

My boss is from India with a PhD in Economics and went to Cummings several years ago about a project for downtown and one for the old Coverse plant. With I-95 so close it's a no brainer to have businesses come into the area. But Cummings told him he didn't want to deal with him because he wasn't from here.

When leaders have no vision and are corrupt you can't work with them. When they say I don't care how it is done in other counties that is where the blame needs to be.

I believe that it's Robco's economic development leaders and planners that have had their heads buried in the sand, and have ignored viable opportunities to bring work here. I told Cummings several years ago about "call centers" for the county and he ignored me!

Will a day ever come when we look in the mirror and take an honest inventory? For every action there is an equal and opposite reaction (law of physics). Promote the good things in the county...ok there is data available on poverty

level...let's not idly blame globilazation or state officials...let's identify sources of revenue to help our county to progress for ALL the people who live here...let's form some diverse groups or panels to work on it...IT IS TIME...let's write grants and start BUILDING and MOVING FORWARD!! If we don't believe GREAT things can happen then who will? How did we get Campbell Soup? Quickie Manufacturing? Contempora Fabrics? What is the VISION for the FUTURE of Robeson County? This obstacle identified in the article was already there before it was printed. Some folks are more concerned with holding onto their own power that their VISION for OUR county is blurred it seems.

McDuffie forgot to mention that Robeson County still has a very skilled workforce, has greatly increased our high school graduation rate and decreased the dropout rate significantly. Marketing and industry recruitment go hand in hand. Might be time to write some successful highlighting articles of our own to publish in some magazines. Maybe the gate-keeper County Commissioners with all their infinite wisdom and resources can help write it....who dropped the ball with ComTech? There are some new businesses sprouting up in the county and cities....The Lion's Den., Tractor Supply, Chick-Fila, a mini-Walmart to name a few...who holds the keys to the county? Public servants step up!

You can't attract a decent business to ANY area that cannot supply a dedicated workforce. Period. Globalization my foot .... the problem, as noted by others, is that this county has a problem supplying an adequate supply of labor at the lower levels of the economy ... that is, the restaurants and stores that would make it a better place for larger and better paying companies to come here. Without those who in the right mind would consider moving an existing business from an area with more to offer...they would NEVER get their managers to agree to move. So yes ... it IS cultural ... and very likely hereditary.

Mr. Bo Biggs....You know whats not working????? Our Government leaders and their hand-outs!!!! among other things.....like the sorry,lazy people that live here and get something for nothing!!!! You cant expect people to work, or even look for a job when they have everything they need(roof over their head,groceries,free health care,milk for the fatherless kids...and a tax refund at the end of the year for three times what they paid in IF ANY!)??? This county will continue to suffer simply because large companies refuse to set-up shop in a distressed area full of UNEDUCATED DEADBEATS!!!! Plain and simple truth...like it or not!

I consider myself to be one of the unique exceptional kids to have graduated from Lumberton High, never attended college, escaped Robeson County and I guess I'm now in the top 2% of wage earners. I do not say this to "toot my own horn", I'm saying this because what thousands in Robeson County are born into thinking is not necessarily the case! I have always said to myself and others around me, "A college education is overrated and a will to succeed in tandem with common sense is severely underrated!" The key lesson my parents taught me is "to never quit" and to "hate losing more than I enjoy winning." In a competitive workforce a piece of paper (education) isn't what separates you from the pack, is is a disdain for being average. With that, being average in a below average crowd lessens the chance of success. I escaped Robeson County. I love my hometown but I do not feel sorry for those who say they have less of a chance to succeed form Robeson County. It's hogwash. Parents need to do their job and change the mindset of their own children by breaking the cycle of excuses to fail. The problem is far easier to solve than most would think. Start today by being a parent with your life in this order> God first, children next, then your wife and finally think about yourself. If you live life unselfishly, you will succeed!

There are a few half truths in your statement, Ex- lumbertonian. I have the pedigree to call you on it.My grandmother was born in Robeson county and I was born in Manattan County in New York City. It was only God's grace that I was born there! There are many in Robeson County that have worked a lot a harder than I. I understand it's time for me to give back because much was given to me... Mr. Lumbertonian, College was like a who's who and many have open doors for me.

Percy, my typing is a little less than desirable but I can promise you my work ethic puts a bunch of these "college educated bench warmers" to shame! And Jake, I understand college is considered the right path for All. I have to disagree! There are many in the world, even when shown the correct path who choose not to take it. Pride, life skills and the want to succeed is not learned in college. You have to be raised with that. It takes more applying yourself as a parent to achieve that.

I agree with all of this article. America is a nation going under just like Robeson County, prepare to meet the Lord, its the BIBLE fulfilling. In the near future, we will be back to horses and buggies for travel and living in shacks, except for all the well off people that make life harder for our county. Has the well off people helped someone lately out of their own pocket, greed, greed, rich people cant go to heaven unless they share with the poor. Pack it up here and leave it, someone will burn it up quickly. We've got people in poor conditions here, and I know some could do better, but some cant help themselves due to sickness and the elderly. Lord God convict rich peoples conscious to help the poor, theres too many crooked funding not going in the right place and being misused, pay day comes and goes around

What you are saying is the PRIME reason this county continues to lag behind. If you think the "well off" are supposed to help you or me out of "their own pockets" then you are perpetuating the problem.

Do something to improve your lot in life... don't wait for someone else (or the government) to help you. Jeez!!! Educate yourself, encourage your kids and their kids to educate THEMselves and then do something to help the local economy other than bitch about those who have made it or are making it.

I believe ol Bosomkerchief has wealth envy. How does "well off" people make it harder for our county? Without the "well off", there'd be no jobs Bosom. When's the last time a poor person has hired someone for anything? Grass cutting, gutter cleaning, car washes, etc... The poor don't hire, the "well off" as you put it, do. You said "we got people in poor conditions".. Well ask yourself, how'd they get there. "pay day comes and goes around".. Only if you have a job, Bosomkerchief.....

ps. If you hate the well off so much, refuse to do business with them. A car, something from the store, a place to eat, etc. Ask if the owner is well off, if they say yes, walk out and go spend your money at a poor persons place of business, yea right, where?

This is not new news – this county has been first in poverty, crime, arson, crime, car accidents, etc. for as long as I can remember. I place the blame at the feet of the wealthy county commissioners who line their pockets with thousands of our tax dollars every year to use at "their discretion!" Did we do anything about it during the last election even after this newspaper ran all those scathing reports of how the commissioners have rigged the system in their favor? No, the same inept, crooked commissioners won re-election so why would they change anything now? They don't care what happens to the residents here – they've got theirs...and nothing is going to change in this county until we make it change. Greg Cummings has been supposedly bring jobs to this county for 20 years...where are they? Yet we've got a new DSS building and a state of the art prison. When county commissioners are in the back pockets of the county former criminals turned businessmen, then nothing good can come of it. I voted against my incumbent commissioners, unfortunately, his many barbeque plate sales (that my tax $$ paid for) made sure he got re-elected. We get the government we deserve and frankly, it's not going to change until we make it change. We need to find fresh faces to run for office and get the crooks out!

Take your handkerchief and blow snot in it you loser. Are you a psychic? How do you know who helps and doesn't? Your idea of rich is probably anyone with a car that runs and a home not on four wheels. Since you care about the poor so much why don't you give up the cigarettes and sodas for a while and give that money to someone behind you in line at the grocery store. Last time I checked most people in the county you call "poor" are also overweight. Also poor people are not the ones getting assistance anymore. It would be those that make just enough to not qualify for these programs. It takes hard work to make it just like it always has. Don't look at your neighbor unless you feel led to help them too. Quit blaming "rich" people for others who are lazy or like you and sit back looking to accuse someone of not helping. Try your game in China or North Korea and see how many will understand and help. Proud to be an American where at least I know I'm free...

This is not news. It's history. The problem is that Robeson county has an UNEDUCATED and DISINTERESTED workforce. A high school diploma does not mean that employers will gather at your feet and offer you a job starting at $30,000. The "experts" quoted in this article need to simply go through a drive through window at a fast food restaurant and observe what is really going on with the "workforce" in this county. Most of the time they act irritated that a customer has interrupted their conversation with a co-worker, sending a text, or gazing at their newest manicure.

"Global market"...PLEASE. Go down I-95 to Dillon and Florence and look at the new plants located there in the last few years. They deal with the same markets we do only they have someone besides "if I can't sell you my friend's land I don't want you here" as their industry recruitment expert.

To be recognized as the least effective at one's job in an entire state ought to give that person's employer a hint that maybe the person and the job are not a good fit, just saying.

You're right about the attitude of some in our workforce but at those levels they aren't very different from other areas are they?

You are right on the money, Rangerman.

Blaming globalization, the federal government, and magazine articles for this county's poverty problem is just excuse making meant to shift blame away from the real causes. No one wants to say it, but the major cause of poverty in this county is cultural acceptance. Many of those in poverty may complain about it, but they do nothing to help their situation. They don't promote education to their children. The number of students I've taught over the years that actually told me they plan on living off the government like their parents is astonishing. They see that mom does little besides stay home, dad makes money off the books (legally or illegally), and they still have video games, cable, and food. Where's the incentive when everyone around them is in the same boat, and there is no shame associated with their situation? I'm not describing every single person in poverty in Rob Co, but it's a large percentage.

It's easy to say education (or lack thereof) is a major cause of poverty in Robeson County. It's true. In spite of the pieces of paper the high schools pass out every spring, there are a lot of dropouts or functional illiterates with HS diplomas. Part of this problem comes from federal involvement in education irrationally promoting a college education for every person in the country. While a four year degree goes a lot farther than a HS diploma, it's not realistic or necessary for everyone. The local education system needs to place a special focus on vocational training. There are many respectable, good paying jobs that do not require a four year degree and have more appeal to those less academically inclined. Offering a hands on automotive classes and cosmetics courses is a lot more effective and practical at curbing dropouts and preparing students for the future than online remediation.

This report gives every man, woman, and child in Robeson County a good reason to support the FairTax as well. Google FairTax FAQ for more info.

I could go on, but I'll stop. I hope the leaders in this county see this article as a call to action rather than a call to repeat the same tired excuses.

I will have to agree with you rangerman2002. I encounter this probably all over Robeson County, the workers fail to realize that the customers are the reason they have a job. I have a 2yr degree and I still can't get a "decent" job over 25,000 a year! I can easily pass a drug test and have excellent work histhory. At first I thought the problem was me. I think its Robeson County!

BBBD, sadly, the result of this will be those same people (like Bosomhandkerchief, above) demanding more from those who have worked hard to be successful. It has been ingrained into the mindset of an entire generation by the democrat party to garner votes. Take from those who have because they somehow don't deserve it. Demonize success.
